Capital construction operations at the open pit has now been completed, the Company received Buryatnedra's commissioning permit. 18.5 million m3 of rock has been mined here since the project launch.
The Company is mining and developing high grade ore reserves required for Ozernaya MPP launch. By this time, the output shall be at least 1 Mt of ore with Zn content over 6.5%. Mining operations comply with the international HSE standards.
By the end of mine development stage 1 in 2029, the total area of the open pit will almost double up to 176.8 ha, and its depth will reach 220 m (increase by a factor of 2.4).
Ozernоe deposit in Yeravninsky District of Buryatia is a largest Zn and Pb deposit in Russia and in the world. Lunch of the Processing Plant is scheduled for the summer of 2023. It is expected to reach its design capacity in 2024. Expected capacity of Ozernaya MPP is up to 6 Mtpa.

New modern high capacity Pb and Zn ore extraction and processing plant is created at Ozernaya refractory polymetallic ore deposit. 6 Mtpa MPP will produce up to 597,000 tons of Zn concentrate and up to 82,000 tons of Pb concentrate annually.
“The State and Buryatia contributed much to this project. And the project is tremendous: it costs more than 90 billion and implemented within tight schedule. According to the Company's management, the MPP is expected to be launched this summer. The project has a complicated history, it has already been taken on twice, then suspended. The Company has done a great job to select processes ensuring economic viability of the project. I would like to thank you for making it happen. It's pleasant when the assistance of the state budget and the Government of the Russian Federation is embodied in specific enterprise,” said Yury Trutnev.
The expected amount of private investments in the project is about RUB 93 billion (excluding VAT). The plant expects to commence its operations in 2023, and the MPP will reach its design capacity in 2024. By this time, the company plans to create about 1,200 jobs.
“I would like to highlight high pace of the project. We have been monitoring it since its inception. It was a major investment by the Far East Development Fund. On this occasion, I would like to thank the investors for their social responsibility, as the Company promotes social projects and sports events,” said Aleksey Chekunkov, Minister of the Development of the Far East and the Arctic.
Despite recent challenges, the project is down the final straigh — construction and installation works at Ozernaya MPP are nearly completed, and the plant is getting ready to start operations. More than RUB 61 billion have already been invested in the project.
“The construction part is 95% completed, more than 80% of the process equipment have been installed. The Company hired operational project team to be employed by the plant. Process water pipeline, boiler unit and all internal utilities have been launched. Upon substation hook-up we are going to commission the plant in April and commence ore processing in July. We expect to reach the design capacity in 2024Q1,” said Vladislav Sviblov, CEO of Ozernaya LLC.
The Company has a recycling water supply system to prevent release of process water to rivers and lakes in Yeravna. Substation and 110 kV overhead line are ready for operation; they are required for the MPP power supply. Warehouse facilities and maintenance shops are almost completed. Open pit mining is underway.
“It is the largest employer with over 1,200 jobs. Our Republic will have another economic leader. In addition, the Company will produce Zinc concentrate, and we are working with a potential investor in a regional Zn production facility together with the shareholders of Ozernaya MPP,” said Aleksey Tsydenov, Head of the Republic of Buryatia.
The project received Priority Investment Project status — the Government of the Republic of Buryatia signed a relative investment agreement with Ozernaya LLC. The parties have also signed an Agreement on Social and Economic Cooperation and the Company already provides support to regional municipalities.
The Company receives the state support. In particular, the MPP will be paid a utility connection refund. The infrastructure support was approved by the Investment Project Subcommittee of the Government Committee on Social and Economic Development of the Far East. The project has also been granted a concessional loan financing by public financial institutions.
Process Water Circulation Systems Are Commissioned at Ozernaya MPP

Commissioning works are underway at Ozernaya Mining and Processing Plant in the Yeravninsky District of Buryatia, including structures and equipment used to supply process water to the Company's production facilities.
Two transfer pump stations and four out of five well pump stations were launched at Zaza water intake made at Zazinsky groundwater deposit. Over 15 km main pipeline has also been built, installation and commissioning of process automation and remote process control equipment of the process water supply system are nearly completed.
Their commissioning will allow forming the reserve of recycled water over the winter, which will be required at the initial stage of the processing plant. Half of the required amount has already been collected.
Despite additional costs and existing approved solutions, the Company moved the water intake to the Zaza River at the request of local residents. Updated solutions provide for a closed water supply system of the MPP to minimize groundwater intake. To ensure recycling water supply, the main equipment of pump stations connected to the tank farm system is also being commissioned.
The Company is also completing the first commissioning stage of the MPP boiler unit, which will provide heat to the entire industrial site, including the plant, maintenance shops, warehouses, offices and household facilities. It includes adjustment of operational conditions for various loads and the automated control system for boilers and essential equipment.
